Port of Oakland Announces Christopher Boucher as Director of Human Resources
Boucher brings expertise in recruitment, labor relations, training and development
Oakland, California – July 29, 2014 – Port of Oakland Executive Director Chris Lytle announced Christopher Boucher as the Port’s new Director of Human Resources.
Executive Director Chris Lytle said, “I’m very pleased to have Christopher join us. His expertise will help us enhance our workforce and better serve our employees. He has already established himself as an exemplary leader in the human resources field having been recognized by his peers with several high distinctions. I’m looking forward to his contribution to this organization as the newest member of our senior management team.”
Prior to working for the Port of Oakland, Mr. Christopher Boucher served as the Human Resources and Risk Manager for the Contra Costa Water District (CCWD), overseeing the operations of the District’s Human Resources, Workers’ Compensation, Risk Management and litigation support functions. Boucher’s experience includes human resources work in employee relations for over 2,000 people. And Mr. Boucher successfully developed strategies to control costs and save his organization more than four million dollars.
As Port of Oakland’s Director of Human Resources, Mr. Boucher will work closely with the Senior Management team and provide strategic vision and leadership in the development of all aspects of the Port’s human resources in accordance with the organization’s mission, goals and objectives. He will direct the full range of human resources functions, including employee/labor relations, recruitment and selection, staffing, classification and compensation, benefits administration, organizational development, workers compensation and equal employment opportunity. Boucher will ensure compliance with Federal, State and local laws and ordinances pertaining to human resources matters. He will also be responsible for enhancing staff skills and performance through organizational effectiveness programs.
Mr. Christopher Boucher is an International Public Management Association Certified Professional (IPMA-CP) and a Certified Labor Relations Master (CLRM). Mr. Boucher is currently pursuing a Juris Doctor degree from the Abraham Lincoln University – School of Law.
In his professional capacity, Boucher serves as the Vice President of the Northern California Chapter of the International Public Management Association – Human Resources (NCCIPMA-HR). He also holds leadership roles with the Western Region IPMA-HR (WRIPMA-HR) and the International Public Management Association – Human Resources (IPMA-HR).
Christopher Boucher received a Bachelor of Arts degree in Political Science from the University of California, Berkeley. In addition, he obtained human resources management certificates from Cornell University’s School of Industrial and Labor Relations and California State University, East Bay.
