Port’s Proposal for Oakland Airport Business Park
The existing Land Use and Development Code (LUDC) for the Oakland Airport Business Park (OABP) divides the non-Park and Open Spaces as Commercial Corridor and Business Park Interior Land Use Designations. In March 2025, the Port of Oakland (Port) conducted an assessment of the market and uses at the OABP to understand the market demand and potential future uses with the goal to modernize and revitalize the OABP.
As a result of that assessment, the Port proposes a unified land use designation for the OABP. A single land use designation would establish a cohesive identity for the site, enhancing flexibility and adaptability to meet evolving market demands. It could also facilitate campus-level development. The Port’s Planning Scenario envisions a flexible-use future for the OABP, while recognizing that actual developments will be shaped by other factors such as market conditions, branding, and capital investment. flexible-use means this site would offer an array of uses that serves business/commercial, recreational, essential/civic, transportation, cultural/historical, hospitality, and other purposes.
Although the Port’s vision maintains the OABP as a flexible-use site, the Port proposes to cluster similar services within the OABP. Areas under San Leandro Creek would have a concentration of uses catering to the industrial, transportation, and logistics industry, given its proximity to the Oakland San Francisco Bay Airport (Oakland Airport). Areas north of San Leandro Creek, particularly those located on Hegenberger Rd, Oakport Rd, Edgewater Dr, would have a concentration of consumer-focused commercial services and retail catering to visitors and the broader community, given its proximity to Oakland Airport and the future Coliseum development. This concentration of uses will also support public access to Martin Luther King, Jr. Regional Shoreline Park (Park) as it would limit disruption to the improved multimodal access points to the Park. Remaining areas north of San Leandro Creek, would have a concentration of professional and business commercial services catering to a mix of users.
This planning scenario will guide revisions to the Port’s LUDC, and the Port will coordinate with the City of Oakland to ensure consistency and alignment with the City’s General Plan land use designations.
The Land Use and Development Code Revision Efforts will not conflict with the existing multimodal transportation access to the MLK Jr. Regional Shoreline Park (Park). The Bay Trail, a bicycle and pedestrian-only path along the Bay shoreline, offers continuous access to the Park and connection along the Oakland waterfront. Additionally, multiple trailhead parking lots at the Park entries allow for convenient access by visitors of all ages and abilities. The Port continues to work with the City of Oakland and AC Transit to maintain existing access to the Airport Business Park and ensure the revision efforts align with the multimodal transportation access to the Park.

Where is the Oakland Airport Business Park located?
The Oakland Airport Business Park is located adjacent to the Oakland San Francisco Bay Airport and the Oakland Coliseum. It is within Port of Oakland jurisdiction and City of Oakland’s District 7. Its boundaries are Doolittle Dr to the south, San Leandro Bay to the west, Interstate Highway 880 to the north, and Hegenberger Rd to the east. Who has Land Use Authority over the Oakland Airport Business Park?
The City of Oakland Charter grants land use jurisdiction to the Port of Oakland for land within the “Port Area”. The Port Area includes the Oakland Airport Business Park, as well as the Oakland San Francisco Bay Airport and the seaport located west of Clay Street and highway I-880.
What does having land use authority over the Oakland Airport Business Park mean?
Any development, construction, alteration, and operation of buildings and structures must comply with the Land Use and Development Code and follow the Port of Oakland’s development permitting process.
What is the Land Use and Development Code?
The Land Use and Development Code regulates the construction, alteration and operation of buildings and structures in the area designated as the Oakland Airport Business Park.
The Land Use and Development Code facilitates development of the Oakland Airport Business Park with land uses that are consistent with the City of Oakland General Plan, City of Oakland Charter, and the Alameda County Airport Land Use Compatibility Plan.
How does the City of Oakland General Plan apply to the Oakland Airport Business Park/Land Use and Development Code?
The City of Oakland General Plan governs the land use designations of the Oakland Airport Business Park. As such, even though Port Area is under the jurisdiction of Port of Oakland, the Port must conform to the land use designations set forth by the City of Oakland’s General Plan.

If my property is within the Oakland Airport Business Park, do I need to contact the City of Oakland also for my proposed development?
Yes. Following the Port of Oakland’s Development Permitting approval process, applicants are required to contact the City of Oakland Building & Inspections Department to complete the required building permit application process.
The City of Oakland Building and Inspections Department enforces the California Building Code for all properties within the city limits, including the Port Area. The City of Oakland Building Permit is the responsibility of the project applicant or proponent.
