Port Utilities Services
The Port of Oakland is the only major seaport and airport in California served by a publicly owned electric utility operated directly by the Port. This unique structure allows the Port to provide reliable, affordable, and increasingly clean electricity tailored to the needs of its maritime, aviation, logistics, and commercial customers.
Port Utilities operates under the public power model used by more than 2,000 community-owned utilities across the United States. As a publicly owned utility, Port Utilities is locally governed, not-for-profit, and focused on serving the long-term interests of the Port and its customers rather than shareholders. This structure enables transparent decision-making, direct accountability to the community, and the ability to prioritize investments that support local economic development, operational reliability, and environmental goals.
Power supplied by Port Utilities is procured through a diversified portfolio that includes ownership interests in generation resources, long-term power purchase agreements, and participation in regional wholesale energy markets when needed. This portfolio approach helps ensure a stable, cost-effective supply of electricity while maintaining flexibility to respond to changing market conditions and customer needs.
As Port Utilities operates on a not-for-profit basis and maintains direct control over its utility operations, customers benefit from rates that are significantly lower than those of investor-owned utilities and other regional energy providers. Cost savings can be reinvested into system reliability, infrastructure modernization, and programs that support the Port’s tenants and businesses.
Clean energy and environmental stewardship are core priorities. In alignment with California’s clean energy policies, including the goals established under California Senate Bill 100, Port Utilities continues to increase the share of carbon-free electricity in its portfolio. In the 2024 reporting year, the Port achieved an 86% carbon-free power supply, demonstrating significant progress toward the state’s long-term objective of 100% clean electricity.
In addition to electric service, the Port also facilitates other utility services that support Port operations. Natural gas is provided on a limited pass-through basis from Pacific Gas and Electric Company. The Port maintains water distribution and sanitary sewer infrastructure within Port property, while treatment services are provided by East Bay Municipal Utility District.
Through local governance, cost-effective service, and continued investment in clean energy and resilient infrastructure, Port Utilities supports the Port of Oakland’s mission to operate one of the nation’s leading maritime gateways and airports while advancing California’s energy and environmental goals.
Energy Efficiency Rebate Program
As a publicly owned utility, Port Utilities is committed to helping Port tenants manage energy costs while supporting California’s energy efficiency and climate goals. Through the Port’s Energy Efficiency Rebate Program, customers served by the Port’s municipal electric utility can receive financial incentives to upgrade to more energy-efficient equipment and technologies.
The program provides rebates for qualifying improvements that reduce electricity consumption and improve operational efficiency within tenant facilities. Eligible upgrades commonly include high-efficiency lighting, controls, motors, refrigeration systems, HVAC equipment, and other energy-saving technologies. These improvements help businesses lower operating costs, improve facility performance, and contribute to the Port’s broader environmental and sustainability objectives.
The program operates within California’s broader electricity market and regulatory framework established by Assembly Bill 1890, which promotes energy efficiency and demand reduction as key tools for maintaining reliable and cost-effective electric service. As part of this framework, publicly owned utilities like Port Utilities develop programs that help customers use energy more efficiently while supporting statewide energy and environmental policy goals.
