Michele Heffes was appointed Port Attorney for the Port of Oakland effective December 12, 2019. Prior to that, she has served as Acting Port Attorney, Assistant Port Attorney and other capacities for almost 32 years. As Acting Port Attorney, Ms. Heffes is responsible for advising the Port on a broad range of legal affairs that arise in the conduct of the Port's maritime, aviation, and commercial real estate businesses. Ms. Heffes holds a Bachelor of Science Degree in Nuclear Engineering from the University of California at Berkeley and a Juris Doctorate from the University of San Francisco. Ms. Heffes, also an environmental scientist, established the Port's hazardous materials management programs in the 1980s and 1990s. In her career with the Port, Ms. Heffes has negotiated the allocation of environmental liabilities in all of the Port's significant real estate transactions, including the former Naval Supply Center and the former Oakland Army Base; the Oak-9th/Brooklyn Basin sale/lease; Jack London Square; the Oakland Airport BART Connector; and the Outer Harbor Public Private Partnership.
