The Port of Oakland is currently recruiting for the position of Human Resource Supervisor (Employee & Labor Relations). Under general direction, the Human Resource Supervisor directs, coordinates, supervises and evaluates the staff and activities of a personnel unit; administers programs including examination and classification, employee and labor relations or payroll and benefits; trains and supervises assigned staff; and performs related duties as assigned. Typical duties may include, but are not limited to the following:
- Plans, directs, supervises and coordinates activities of one or more personnel programs and units; assigns, directs and evaluates assigned staff.
- Consults and advises divisions/departments on disciplinary procedures; resolves employee grievances.
- Directs and participates in the development and interpretation of personnel policies, procedures, goals and objectives.
- Represents management during labor negotiations; supervises staff involved in labor relations activities in preparation for negotiations, development of proposals and strategies, preparation of Memoranda of Understanding (MOU's), ordinances and resolutions.
- Advises and trains Port management personnel regarding implementation of labor contracts and other areas.
- Provides leadership and direction in evaluating and modifying existing programs and in developing new programs.
- Investigates and prepares responses to appeals, complaints and grievances.
- Provides expert professional personnel consultant services to the Human Resources Manager, Director of Administration, Executive Director and management Port-wide.
- Coordinates services of external consultants and trainers; develops and monitors contracts.
- Conducts complex research; prepares and presents reports including recommendations and conclusions to Board of Port Commissioners and the Executive Director.
- Assists the Manager in developing and preparing the annual department budget; administers unit budget.
- Represents the Human Resource Department at seminars, conferences and public meetings.
- Serves as acting Manager in the absence of the Human Resource Manager.
- Performs other related tasks as required.
NOTE: The Human Resource Supervisor Classification is governed by the Civil Service Rules but is exempt from the Fair Labor Standards Act.
This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities. A typical combination would include the following:
Education: Graduation from college with a bachelor's degree in public or business administration, social science or a closely related field.
Experience: Three years of progressively responsible experience in public personnel administration and management, including at least three years as a lead worker or supervisor.
An equivalent combination of education and experience may be considered.
Licenses: Incumbents in this job may be expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed may be required to maintain a valid California Driver’s License while employed or demonstrate the ability to travel to required locations in a timely manner.
Additional Requirements: The Port of Oakland requires each incumbent to complete and pass a 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained for the duration of employment at the Port of Oakland.
Required Knowledge, Skills, and Abilities (KSAs):
Knowledge of principles and practices of public personnel administration, specifically employee and labor relations; principles and practices of training and supervision; principles of organization and management; local government organizational structure; principles and practices of labor negotiations; federal, state and local laws regulations, policies and procedures governing local personnel programs; analytical and investigative techniques; personnel policy development, implementation and evaluation; computer systems and software applications; and budget preparation and administration.
Ability to plan and conduct employee training; communicate effectively both orally and in written format to prepare clear, concise and accurate reports; interpret and implement complex procedures, regulations, guidelines and policies; establish and maintain effective work relationships with those contacted in the performance of required duties; assign, direct and evaluate assigned personnel; delegate authority and responsibility; complete complex sets of activities within critical schedules, often under stressful working conditions; collect, analyze and interpret personnel information and data; direct the preparation and implementation of detailed and comprehensive work plans; recommend the development or modification of rules, regulations, policies, procedures and guidelines; analyze complex and difficult personnel problems and make appropriate recommendations; and meet critical work deadlines under difficult and stressful conditions.
Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
