The Position
The Senior Equipment Systems Engineer is a working foreman position responsible for supervising and working with a staff of subordinate workers engaged in the operation, maintenance and repair of electrical/mechanical equipment and systems in Port facilities and in the provision of building services. The Senior Equipment Systems Engineer directly supervises and works with craft, technical, skilled, semiskilled and unskilled workers; solves most technical problems independently; and maintain contact mainly with suppliers, other Port employees, contractors, and Port tenants. This is the highest working level in the classification series. The next lower class of Equipment Systems Engineer is the full journey level position. The next higher classification is the Equipment Systems Superintendent who is responsible for a working unit within Engineering Facilities. This position entails both field and office work. Typical duties may include, but are not limited to the following:
  • Supervises and participates in work in various programs and projects related to construction, operation, maintenance, repair and alteration of building systems and related improvements and equipment. Such systems include, but are not limited to:
    • Heating, ventilating and air conditioning (HVAC) systems, including complex pneumatic and electronic computer controlled HVAC systems, circulating fans in garages, high or low pressure boilers, centrifugal and reciprocating pumps, heat pumps, refrigeration compressors, chilled water systems, heat exchangers, air conditioning units, cooling towers, fans, air compressors, and associated equipment.
    • Low voltage electrical systems, including building lighting systems, motors, automatic door and gate operators, clock systems, parking lot equipment, annunciators, area lighting, and emergency power generating equipment with related switchgear and power distribution equipment.
    • Plumbing systems, including domestic and fire water systems, triturators, high pressure pumps, storm water pumps, sewage handling equipment, backflow preventers, irrigation systems and controllers, and associated equipment.
    • Security systems, including passenger and luggage security systems, door alarm systems, lock systems and cutting, distribution, and monitoring of keys.
    • Fire prevention and fire fighting equipment, including standpipes, fire pumps, fire alarm systems, fire suppression systems (CO2, Halon), and other related equipment.
    • Specialized equipment, including baggage conveyors, baggage carousels, passenger loading bridges, motor generator sets to supply aircraft ground power, vacuum systems, and sound systems, including public address and paging systems, air quality monitoring and controls in garages, soap dispenser devices in public restrooms, rolling and service doors, fire doors, and Port emergency equipment.
  • Identifies and prepares drafts of preventive maintenance routines and systems to ensure routine inspection and service to the above items.
  • Assists in the establishment of procedures, schedules, and methods for construction, maintenance, and repair of building and equipment systems.
  • Participates in the preparation of plans, specifications, work orders, quantity estimates, cost estimates, sketches and diagrams for building system construction, maintenance, repair, and alteration activities.
  • Participates in trouble shooting, diagnosing and correcting system malfunctions.
  • Orders supplies, materials, tools, equipment and services; maintains inventory control.
  • Participates in the preparation and maintenance of reports, work schedules, and records on work progress, expenditures, time, materials and equipment use, and employee leave records.
  • Identifies the need for equipment; requests and justifies the purchase of equipment; assists in the development of equipment specifications; reviews specifications for specialized equipment such as chillers, air conditioning units, and passenger loading bridges.
  • Coordinates unit activities with other Port divisions, departments, sections, and units and with outside agencies, tenants, and contractors.
  • Inspects building systems to determine repair needs and recommend related maintenance and construction projects.
  • Makes critical decisions to resolve emergency conditions, such as those resulting from power outages or from accident, fire, flooding, or earthquake.
  • Inspects work in progress and upon completion for quality and conformance to instructions, specifications, codes, and standards; provides advice and assistance to subordinates.
  • Responds to and resolves complaints and concerns from tenants, clients, the public, and other Port departments.
  • Ensures that all safety regulations, as related to work being performed or the condition of facilities and equipment, are adhered to; provides safety training to subordinate personnel.
  • Oversees contractual maintenance services on special equipment such as passenger loading bridges, elevators, and escalators.
  • Oversees construction work performed by contractors and tenants.
  • Selects, supervises, trains, evaluates, and disciplines subordinates.
  • Performs other related work as assigned.
Minimum Requirements for Application
This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities. A typical combination would include the following:
Education: Graduation from high school or equivalent supplemented by specialized courses in electrical or mechanical engineering, building system trades or related fields.
Experience: Four years of progressively responsible experience in skilled operation, maintenance, repair, and alteration work on a variety of building and equipment systems, such as steam heating plants, electrical, plumbing, refrigeration, and air conditioning equipment in modern multi-storied buildings.
Experience with passenger loading bridges, baggage handling equipment, and 400 Hertz generating station and downstream equipment to furnish ground power to aircraft is desirable.
Licenses: Individuals appointed will be required to maintain a valid Class C California Driver's License. The license is to be maintained throughout employment with the Port of Oakland.
Additional Requirements: This Airport specific classification requires each incumbent to complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. [In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182).] This status must be maintained for the duration of employment at the Airport.
Qualifications
Required Knowledge, Skills, and Abilities (KSAs): Knowledge of: Standard practices, methods, tools, equipment, and materials used in construction trades to construct, operate, maintain, repair, and alter port building and equipment systems; all types of building systems, including HVAC systems, plumbing systems, electrical systems, security systems, and specialized equipment; work of utility construction trades such as electrical, plumbing, heating, and air conditioning work; the principles governing the construction, operation, repair, and maintenance of steam, electrical plumbing, refrigeration, and air conditioning equipment; water treatment methods for boilers, cooling towers, closed hot water heating, chilled water systems, and refrigerated brine systems; the theory and operation of automatic control equipment, including pneumatic, electrical, and electronic control systems, as well as computer control systems; methods of estimating time material and equipment needs; electrical, plumbing, mechanical, HVAC, fire, and Health Department codes and regulations; occupational safety hazards, codes, and standard safety precautions necessary in the work, particularly regarding high-pressure boilers and electrical systems; principles of supervision and leadership; principles of planning, scheduling, reporting, and record keeping for preventive maintenance systems.
Ability to: Prepare and develop plans, specifications, quantity estimates and cost estimates; detect improper equipment operations or conditions and take appropriate corrective actions; detect and correct unsafe operations procedures and unsafe conditions in facilities; plan and organize the work of a crew of craft, skilled, and semiskilled workers; read, interpret, and work from plans, specifications, sketches, schedules, and written routines and procedures; communicate clearly and concisely orally and in writing and to follow oral and written instructions; select, supervise, train, and evaluate subordinates; establish and maintain effective working relations with others.
The Selection Process
Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - – The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
StageII: Written Examination (Pass/Fail) - The second stage of the selection process will consist of a written designed to assess technical knowledge and any additional other KSAs.
StageIII: Performance Examination (Weighted 100%) - May consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
