The Port of Oakland is currently recruiting for the position of Associate Airport Noise Abatement Specialist. Under general supervision, the Associate Airport Noise Abatement Specialist responds to and analyzes aircraft noise issues and complaints from the public. The incumbent operates the noise monitoring apparatus and provides technical information for noise related studies, assists with the preparation and presentation of reports and presentations to the public regarding airport noise issues, and assists in evaluating the impact of noise on the surrounding community. The Associate Airport Noise Abatement Specialist is the journey-level professional class in the Noise Abatement series, performing complex tasks with the exercise of some independent judgment. Typical duties may include, but are not limited to the following:
- Assists with the review and analysis of noise complaints received from the “Hotline,” telephone, meetings and correspondence; assists with the research of complaints as required; responds to complaints by telephone, correspondence, report or other action if required; works with all parties to investigate and resolve issues.
- Assists in reviewing complaint records for accuracy; logs actions taken on complaints and enters correct information as needed; maintains the complaint database.
- Operates the Airport Noise Monitoring System (ANMS).
- Generates reports from the ANMS as required for Noise Forum, requesting agencies, the public and other coordinated noise activities; uploads data and information into ANMS to support reports; assists in the analysis of reports.
- Assists the Noise Abatement Technician with locating, setting up and maintaining portable remote monitors (RMTs); maintains RMTs and all ANMS components.
- Prepares written reports for the public, the FAA, airlines, the Port and others as required; maintains accurate records
- Maintains and updates the Airport’s noise abatement website.
- Assists with development, implementation and maintenance of Geographic Information System (GIS) applications to evaluate the impact of noise on surrounding community.
- Investigates telephone and radio conversations for Airside Operations Department, using equipment (“Nice Log”) that records Airport telephones and radio frequencies.
- Performs related duties as assigned.
This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills, and abilities. A typical combination would include the following:
Education: A Bachelor’s degree in Aviation Science, Air Transportation, Airport Management, Environmental Studies, Transportation Management or a related field from an accredited college or university.
Experience: Two (2) years of progressively responsible experience in airport operations, including at least one (1) year of experience operating, or using data gathered from, an airport noise monitoring system (ANMS).
Additional Requirements: This Airport specific classification requires each incumbent to complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position.
Required Knowledge, Skills, and Abilities (KSAs): This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities. A typical combination would include the following:
Knowledge of: Geographic Information System (GIS) applications; airline composition and flight operations; the FAA’s organization for air traffic control, e.g. Tower, TRACON, Center, and Flight Standards; modern computer systems and applications related to noise monitoring mitigation (e.g. Unix-based ANMS, flight tracking systems, spreadsheets, databases, etc.), web development software, computer graphics and standard business software; technical terminology and procedures related to aircraft operations, noise and noise abatement procedures; federal, state and local noise abatement regulations and definitions; and airport noise problems and procedures. Working knowledge of basic website maintenance.
Ability to: communicate effectively in a variety of formats, both orally and in writing; prepare clear and concise written and verbal presentations of aircraft and airport noise information; make effective presentations and convey instructional and informational material; demonstrate sensitivity and concern to the public when responding to noise complaints; establish and maintain effective working relationships with those contacted in the performance of duties and work as a team member; handle a variety of projects concurrently, smoothly and efficiently; work independently with minimum supervision; and utilize GIS applications to evaluate the impact of noise on the surrounding community.
Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal (Pass/Fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
